The attached paper by Dr Peter Bowman addresses the real question of how land value taxation can be implemented in the UK.

At a meeting between Coalition for Economic Justice (CEJ) and the Treasury. CEJ were asked for their implementation plan for land value taxation (LVT). This paper was produced as a response, and has been sent to the Treasury.

For those interested in LVT, it is well worth studying. It includes an analysis of the effects of a 5 year phasing in of LVT as a replacement for the present business rating system. There is specific analysis of the effects for sites with differing degrees of development. Several contemporary references are included.

This would be a good thread for further discussion on the topic.
